The Town of Truro plans to start construction of a roundabout at the intersection of McClures Mills Road and Willow Street the week of May 20th and be completed by the end of November. The timeline depends upon the weather, as well as unknowns during the construction process.

The Town has hired S.W. Weeks Construction Ltd, a regional leader in the construction of municipal and highway infrastructure, to complete construction of the project.

The new roundabout will help ease the current traffic congestion for approximately 38,000 vehicles passing through this intersection daily. The new infrastructure will also help improve the current traffic system and effectively manage the flow of traffic in this area while also reducing the number of traffic accidents and improving travel times for commuters. As part of this project, the Town will replace aging water infrastructure located in this area.

In November 2023, the Government of Canada, along with the Province of Nova Scotia, and the Town of Truro announced a combined investment of $2.8 million for the construction of a new roundabout at McClures Mills Road and Willow Street. The Government of Canada will be investing more than $1.1 million in this project, while the Government of Nova Scotia is investing $949,000, and the Town of Truro is contributing $759,000. Funding was provided through the Rural and Northern Infrastructure Stream of the Investing in Canada Infrastructure Program.

Traffic Disruptions & Stakeholder Relations

The Town of Truro and all contractors involved in this project recognize the significance of this busy intersection, as it serves as the main access point into the Town and also from the Town to the Colchester East Hants Regional Hospital. Despite the inevitable traffic disruptions and detours, the Town of Truro and all contractors involved in this project will do its utmost to provide continuous access to emergency services.

Town of Truro staff will work closely with the contractors to develop relationships with all key stakeholders in the immediate area who may be affected. Comprehensive information packages have been sent to key business and community stakeholders most affected.

A plan has also been developed to keep the public informed of disruptions and detours.

Stay Informed

The Town will use its social media platforms (Facebook and Instagram), along with its community notifications service “Truro Connect” and website (www.truro.ca), to communicate regular updates, particularly those related to traffic detours. The Town will also send major updates to local media (radio and newspaper).

Why is the Town of Truro undertaking this project now?

With an increase in business activity and a rise in population, this number is only expected to increase, which would further increase traffic congestion in this area without significant infrastructure enhancements, such as the new roundabout.

What is the scope of the project?

The construction area is a three-legged roundabout at the intersection of McClures Mills Road and Willow Street, as well as the associated approach streets. The work will be done in phases. Work includes the replacement of underground water lines, new street lights, and a street rebuild.

What is the timeline for the project?

S.W. Weeks Construction Ltd has been hired to undertake the construction of this project. Construction will begin the week of May 20th and be completed by the end of November 2024. This timeline is dependent on the weather as well as unknowns during the construction period.

This is the main route into and out of Truro. How will this work affect traffic?

Traffic delays and detours will be unavoidable. Traffic control will be in place throughout the construction timeline in this area. Please plan ahead for traffic delays and use alternate routes when possible.

Is the work that the Province is completing on Highway 102 at the Salmon River Bridge being considered?

Yes, the Town of Truro and the Province of Nova Scotia have been in discussion about both projects. At this time, we expect minimal disruption between the two projects. Please contact the Province of Nova Scotia for more information on the construction project taking place at the Salmon River Bridge on Highway 102.

This is the main route to the Colchester East Hants Health Centre. How will access be maintained for emergency vehicles?

The contractor will work to maintain access through the intersection for emergency vehicles. Traffic control will have close communications with EHS (ambulance), fire, and police, and advise them of changes that affect lanes to the hospital.

What routes should I take if I want to avoid construction in this area?

How will the businesses in this area be impacted by construction?

Impacted businesses in the immediate area will be able to operate as usual with minimal disruption. Traffic control will be in place for entering and exiting these businesses.

Any individual business disruptions will be communicated directly with the affected businesses with as much advance notice as possible. Any disturbed driveways will be restored and any driveways that need to be relocated as part of the construction process, will be fully reinstated through the construction process.
