Truro Farmers’ Market Building Retrofit and Future Use Study

The Town of Truro is working with the ReCover Initiative to complete a retrofit study of the Truro Farmers' Market building at 15 Young Street. Through ReCover's Building Transformation Program, the project is examining opportunities to improve the energy performance, accessibility, functionality, and long-term sustainability of this historic downtown building while preserving its cultural and architectural significance.
The project began with a partnership between the Town of Truro and the ReCover Initiative to investigate whether a deep energy retrofit could support the building's continued use as a community asset. In late early 2026, Town staff worked with ReCover representatives to tour the facility, review existing conditions, and discuss future opportunities for the property.
The Deep Retrofit Feasibility Study is designed to evaluate options to reduce energy consumption and greenhouse gas emissions, improve accessibility, enhance occupant comfort, and support future uses of the building. The work also considers how the building could accommodate expanded public services and community space while addressing long-term operational and maintenance challenges.
The feasibility study examines building envelope improvements, mechanical system upgrades, greenhouse gas reductions, operational impacts, capital costs, and implementation considerations. In parallel, ReCover is working to develop a business case using the Five Case Framework, a decision-making approach that evaluates strategic, economic, commercial, financial, and management considerations associated with major public investments.
Project Status
The feasibility study is in the process of being finalized and reviewed by project partners. Before the business case can be completed, the Town is considering next steps, including additional analysis of the building's condition, future use options, life-cycle considerations, and long-term capital investment requirements, to determine how the project may proceed.
How the Retrofit Study Will Support Future Decisions

The Truro Farmers’ Market Building Retrofit Study will provide the Town of Truro with information needed to evaluate the future of the building at 15 Young Street. The study is intended to move beyond identifying possible energy upgrades by considering how improvements could affect the building’s condition, operating costs, accessibility, functionality, environmental performance, and long-term value to the community.
What Is a Deep Energy Retrofit?
A deep energy retrofit takes a whole-building approach. Rather than replacing one piece of equipment or completing an isolated renovation, it examines how the building envelope, heating and cooling systems, ventilation, lighting, controls, and day-to-day operations work together.
This approach can identify combinations of improvements that may reduce energy use and greenhouse gas emissions while also improving comfort, accessibility, resilience, and building performance. For an existing community building, the analysis must also consider how proposed changes can respect the building’s character and support its continued use.
