Climate Risk Assessment and Resilience Plan
The Town of Truro is developing a Climate Risk Assessment and Resilience Plan to better understand how climate change may affect the community and to identify practical actions that will help prepare for the future. The project builds on the Town's Community Energy and Emissions Plan and focuses on reducing climate-related risks to infrastructure, services, natural assets, and residents.
The Plan will examine how hazards such as flooding, extreme rainfall, drought, extreme heat, wildfires, hurricanes, high winds, freeze-thaw cycles, and other severe weather events could impact Truro over the coming decades. It will also consider social, environmental, and economic vulnerabilities within the community.
What the Project Will Deliver
The Climate Risk Assessment and Resilience Plan will:
- Identify and assess the climate hazards most likely to affect Truro.
- Evaluate risks to municipal infrastructure, natural assets, community services, and vulnerable populations.
- Incorporate local knowledge and community input gathered through surveys, workshops, and stakeholder engagement.
- Prioritize climate risks based on likelihood and potential impacts.
- Develop practical adaptation and resilience strategies to address identified risks.
- Provide a 10-year implementation roadmap with recommended actions, timelines, resource requirements, and estimated costs.
- Establish longer-term goals and actions for the next 10, 20, and 30 years.
Community Engagement
A key component of the project is community and stakeholder engagement. Throughout 2026, the Town has worked with residents, community organizations, businesses, Indigenous partners, technical experts, staff, and Council to better understand local climate concerns and identify opportunities for adaptation. Workshops have focused on climate hazards, community vulnerabilities, scenario planning, and resilience strategies
Community feedback is helping guide the development of the Plan by ensuring that local experiences and priorities are reflected in the risk assessment and recommended actions.
Planning for a Resilient Future
The Plan will help the Town integrate climate adaptation into future municipal planning, infrastructure investment, emergency preparedness, asset management, and policy development. It will also identify opportunities to enhance community resilience through nature-based solutions, infrastructure improvements, education, and long-term planning initiatives. The Plan is expected to be completed in the Fall 2026.

The project is being undertaken by the Town of Truro in partnership with EastPoint Engineering, Rochelle Owen Consulting, the Clean Foundation, and is supported through the FCM Climate Plans and Process program.
