Fleet Electrification Study

Fleet Electrification Study
The Town of Truro completed a two-phase Fleet Electrification Study in 2025 and 2026 to assess opportunities to transition suitable municipal fleet vehicles to electric vehicles (EVs) over time.
The project supports the Town’s Community Energy and Emissions Plan and broader climate action and asset management goals. The study examined the Town’s light-duty municipal fleet, vehicle usage, municipal facilities, electrical capacity, charging requirements, costs, operational savings, and potential greenhouse gas emission reductions.
The work is intended to give the Town a practical, evidence-based framework for considering fleet electrification as vehicles become due for replacement and as funding and operational opportunities arise.
Phase 1: EV Fleet Options Analysis
Completed in September 2025, Phase 1 assessed the Town’s existing fleet and six municipal facilities to determine their readiness for EV charging infrastructure. The analysis reviewed fleet usage and parking patterns, existing electrical capacity, potential charging locations, infrastructure requirements, preliminary costs, and greenhouse gas reduction opportunities.
The study found that the assessed facilities had adequate or achievable electrical capacity for the proposed charging infrastructure and recommended primarily Level 2 charging, which is well suited to municipal fleet vehicles that can charge overnight or during longer periods when they are not in use.

Phase 2: EV Fleet Capital Implementation & Phasing Plan
Completed in September 2026, Phase 2 built on the initial analysis by developing a capital implementation and phasing plan for EV charging infrastructure at six municipal facilities. The work considered infrastructure readiness, fleet utilization, capital costs, potential operating savings and greenhouse gas reductions. Detailed engineering design packages were also prepared to support future tendering, construction and funding applications.
The final plan recommends a phased approach, beginning with Town Hall and Truro Police Service, followed by the Public Works Facility, with the Water Treatment Facility, Colchester Legion Stadium and Douglas Street Recreation Centre considered as longer-term opportunities aligned with vehicle replacement, other site work and available funding.

What Happens Next
Completion of the studies provides the Town with a roadmap for future fleet electrification but does not commit the Town to implementing all of the recommendations at once.
Future investments in electric vehicles and charging infrastructure can be considered through the Town’s annual capital budgeting process and coordinated with vehicle replacement schedules, operational requirements, infrastructure projects and available external funding.
