A development agreement is a legally binding contract between the Municipality and a property owner. This agreement identifies property-specific conditions, design requirements, and land use regulations. A development agreement only applies in certain situations and typically deals with architectural design, permitted uses, landscaping, and site design.
The Municipal Planning Strategy and Land Use By-law set out certain types of land uses which must be considered during the development agreement process. Certain uses may have the potential to create land use conflicts; the development agreement process ensures that the interests and policies of the Town Council are addressed when considering new proposals. You are encouraged to consult with the Town's Planner, who can tell you if you are eligible to apply for a development agreement.
Zoning is an important part of the Town's planning process. A property's zoning dictates what types of uses are permitted and also regulates how a property may be developed. A property may be zoned commercial, industrial, residential, etc., which helps determine the functions of certain areas in Town.
A property owner may have the opportunity to rezone a property when he/she wishes to develop the property in a manner which is contrary to the existing zoning regulations. The rezoning process gives the Municipality the opportunity to review development proposals that are not permitted as of right under the Land Use By-law.
The application process for a development agreement and re-zoning are similar. For either process, the applicant must submit a letter of application addressed to the following:

Please note that in addition to the above, development agreement applications must also include the following:
Driveway permits are issued by the Department of Engineering and Public Works.
If you need to establish a new driveway on your property, please contact the Department directly. Costs of driveway permits vary based on the size and location of the driveway (based on labour costs, material, and equipment required). Price also varies if traffic control is required during the curb-cutting process.
Once you contact the Department, a site visit will be scheduled and a price estimate will be provided.

Our ¾” water lateral permits are $5,000 if the lateral runs on the same side of the street as your property and $6,000 if it runs on the opposite side of the street as your property.
Our 4” sanitary and storm lateral permits are $5,000 if there is no sidewalk in front of your property and $6,500 if there is a sidewalk in front of your property.
From November 30 – May 1, there is a $1,500 winter surcharge added to all water and sewer permits.

Planning and Development Services are responsible for construction approvals relative to new construction, renovation, alteration, repair, plumbing and electrical to ensure all projects meet the requirements of the National Building Code of Canada, Nova Scotia Building Code and the Town of Truro Building By-law.
New Energy Code Requirements – Effective April 1, 2026
Starting April 1, 2026, Nova Scotia will adopt Tier 2 of the 2020 National Building Code. This change introduces higher energy performance standards for new small residential and commercial buildings and supports the province’s emission reduction goals.
What’s Changing?
New construction will be required to meet updated energy efficiency standards, including:
Enhanced insulation requirements
Energy-efficient windows and doors
Energy performance targets for smaller buildings
Updated mechanical service equipment standards
What This Means for Building Permits
All building permit applications submitted on or after April 1, 2026 must comply with the new energy code requirements.
To help applicants prepare, the Planning Department has developed the following guides and forms that explain the new standards and outline the steps needed to meet them.

The Town of Truro enforces the National Building Code of Canada and its accompanying documents. There are also additional requirements contained in the Nova Scotia Building Code Regulations pertaining to Letters of Undertaking, Sprinkler Requirements and aspects of Barrier-Free Design.
All decks and basement rooms that are not included in the approved building permits will require a separate permit.

When an application is received for new construction requiring connection to the Town's sanitary sewer system, a footings-only permit will be issued upon completion of the application process. Construction can only proceed beyond the footing stage of construction when:
